Reading comprehension is a very important skill for students. However, the results of the 2018 PISA survey show that Indonesian students' reading ability is still low compared to the OECD average. One of the causes is the lack of meaningful and situated literacy learning. So, it is necessary to develop an effective model for learning reading comprehension skills. This article explains the development of students' reading comprehension skills using technology-based problem-based learning (PBL) methods. The goal is to understand the importance of reading comprehension skills and PBL, how PBL can be used to develop reading comprehension skills, as well as the benefits and challenges of implementing PBL. The research results show that PBL can increase students' activity and creativity in solving problems through the reading and writing process. However, to achieve literacy learning objectives, its implementation must be supported by an appropriate curriculum and facilities. So, the use of PBL is considered to be an effective alternative for improving students' literacy skills.
