Abstract

In 2020, China offered to negotiate a portion of the Natuna Sea after several conflicts and problems that were later rejected by Indonesia. This research aims to look at the case of Indonesia's rejection of China's Negotiation Offer on claims in the Natuna Islands. Researchers use qualitative research methods that focus on social phenomena and are described in the form of descriptions of words. The data collection technique in this research is a literature study using secondary data in the form of literature documents that have been spread on the internet. In this study, researchers used Harold and Margaret Sprouts' Milieu Theory which focuses on the operational environment and psychological environment. According to this theory, states have complex interests in defending the sovereignty of their territories and border conflicts will arise when there are disputed claims. In this study, researchers found that Indonesia's rejection of China's negotiation offer reflected Indonesia's desire to maintain its sovereignty and territorial integrity. Indonesia considers the Natuna Islands an inseparable part of its national territory, which is supported by international law, particularly the 1982 United Nations Convention on the Law of the Sea. The results of this research are expected to provide a deeper understanding of how to view Indonesia's rejection of China's unilateral claim on the Natuna Islands Waters.
