KERJASAMA PENCEGAHAN ILLEGAL FISHING INDONESIA DAN AUSTRALIA DALAM PERSPEKTIF POLITIK DALAM NEGERI

Abstract

Kasus penangkapan ikan secara ilegal telah menjadi salah satu isu penting di Indonesia. Urgensi isu ini dapat dilihat dari analisis selisih antara potensi tangkapan ikan dan hasil produksi ikan dalam beberapa tahun. Ada dugaan kuat bahwa gap tersebut muncul karena adanya illegal fishing. Untuk mengatasi hal tersebut, salah satu usaha pemerintah Indonesia ialah mengadakan kerjasama dengan Australia. Penelitian yang telah ada lebih menganalisis dampak illegal fishing dari aspek ekonomi. Selain itu, analisis yang telah ada relatif berada pada level internasional. Penelitian ini bertujuan untuk menginvestigasi fenomena kerjasama tersebut menggunakan pendekatan politik dalam negeri, secara khusus mengaplikasikan teori sistem politik milik David Easton. Metode penelitian kualitatif dengan data sekunder digunakan pada penelitian ini. Data sekunder berupa buku, artikel jurnal, serta artikel di media massa kredibel. Penelitian ini menemukan bahwa fenomena kerjasama tersebut dapat terbentuk karena seluruh elemen dalam sistem politik terpenuhi, baik dari aspek input, proses, output, maupun umpan balik. Unsur input terpenuhi karena adanya dukungan dari masyarakat maupun pemerintah. Selanjutnya, tahap proses dapat ditilik melalui interaksi antara lembaga eksekutif dan legislatif. Terakhir, kerjasama tersebut muncul sebagai wujud output.

Abstract:

Cases of illegal fishing have become one of the salient issues in Indonesia. The urgency of this issue can be observed from the analysis of the difference between fish catch potential and fish production in recent years. There is a strong allegation that the difference arises due to illegal fishing. To overcome this problem, one of the efforts of the Indonesian government is to cooperate with Australia government. Meanwhile, existing research analyses the impact of illegal fishing from an economic perspective. In addition, the existing researches are relatively at the international level. This research aims to investigate this phenomenon of cooperation using a domestic political approach, specifically applying David Easton's political system theory. Qualitative research methods with secondary data are implemented in this study. Secondary data is in the form of books, journal articles, and articles in credible mass media. This study conclude that the phenomenon of cooperation can be formed because all elements in the political system are fulfilled, both from the aspects of inputs, process, output, and feedbacks. The inputs are fulfilled because of the support from the community and the government. Furthermore, the stages of the process can be traced through the interactions between the executive and legislative bodies. Finally, the cooperation between Indonesia and Australia appears as a form of output.
